The Lead & Copper Rule: What does it mean for Creighton?

Recently, the Revised Lead & Copper Rule was adopted by the Environmental Protection Agency (EPA) and will take effect in October of 2024. What does this mean for Creighton citizens, and the Creighton Water Department? The rule states that each community water system must have an inventory of all water service line materials types.
For the City of Creighton, it’s not too difficult to come up with the material types for the city-owned portion. This can be accomplished by referring to our records or looking inside the water meter pit to determine the material of the city-owned service pipe. The customer-owned portion of the service line is a different story. We have no record of customer-owned water service materials. To accomplish this inventory, we need your help.
We are asking you to identify what material your water service line is made of. It might be lead, copper, galvanized steel, or plastic. In your March utility bill, you will find a flyer that will help you do this. We are only interested in the type of water service pipe that enters the residence or business. The best way to find this pipe is to locate the water shut-off valve, then follow the pipe back to where it enters your home or business. This is the water pipe material we need you to identify. You may complete the survey in paper form on the flyer included with your utility bill, and return it to the City of Creighton.
If you’ve tried to identify your water service line material but are still unsure, a City representative will visit your home or business to inspect your service line at no cost to you.
The City is required to collect a materials inventory from every home and business in Creighton. We appreciate your assistance in collecting this information.
The Lead & Copper rule change was a result of what happened in Flint, Michigan, a few years ago. A public health issue was created when the City’s water supply switched from an outside water source back to their water treatment facility. Their water treatment facility had not been properly upgraded. Without proper treatment, Flint’s water was corrosive and removed the coating inside the water pipes. This caused lead to leach into the water.
The Creighton Water Department is proud of its history of serving the citizens of Creighton with safe drinking water and remains committed to continuing to provide safe drinking water in the future.

When will service be starting?

How much will it cost?
$21/month for a total of $42 on your water utility billing since it is billed for 2 months at a time.
*Currently charging $29.50 for garbage service every 2 months. By switching to J&J, it will be a $12.50 increase for 2 months/$6.25 increase per month.
May I use my own trash can?
No, J&J will be providing you with a cart that will be designed to work with their sanitation truck.
May I get a smaller size trash cart?
They have 2 sizes available, let us know if you need the smaller container.
What if all my trash doesn’t fit in the cart?

You have the option of renting another cart for $12/month. They may pick up an extra bag outside the cart, but will not continue doing that if it becomes a habit, your household will need to rent another cart. Please do not put extra trash in a non-J&J container.

What if someone takes my cart?
J&J carts will have an identification number on the cart that will match your house address. If your cart gets lost/stolen and recovered, they will know where it goes or if it needs to be replaced.
What if trash can’t be picked up due to weather?
J&J will send out a mass message – text/phone call. Please provide your phone number to the City office so we can get J&J that information!
Do I need to keep the cart at the curb all the time?
No, you are welcome to move and store the cart in your garage, side of your house, or wherever you choose. But please make sure it is out on the curb by 7 AM of your pick up day.
